As part of campaign fundraising expenses, Norm Kelly and his campaign manager wife Charlotte enjoyed dinner for two at Blackhorn Steakhouse 39 times after he announced his candidacy in February last year, according to a report in The Toronto Sun.

During that time period, the former deputy mayor and his wife also reportedly filed receipts for restaurants outside Ward 40, the area he represents, including Hooters on Adelaide Street and Jack Astors on Don Mills Road.

Another notable campaign expense came in May when Kelly hosted 350 people at a $47,652 fundraiser at Casa Loma.

City hall sets the campaign spending limit at $35,821 however according to municipal election rules outlined on the City of Toronto’s website, “expenses related to fund-raising functions are exempt from the candidate's expense limit.”

Kelly did not respond to interview requests from The Sun and has not yet issued any comments to CP24.

While Mayor John Tory would not comment on specifics, he said that in some cases campaign spending rules are not as clear as they should be.

"I think that campaign donations are an important part of the democratic process so I want to make sure we did things to encourage people to donate but make sure at the same time that rules were clear for those who are accepting the donations and spending the money," he said.
