TORONTO - Ontario's opposition parties say Premier Dalton McGuinty is to blame for confusion surrounding police powers to stop, search and detain people during the G20 summit.

Toronto Police Chief Bill Blair says he was wrongly led to believe officers could stop anyone within five metres of the security zone, inside or outside the fences.

Blair decided not to tell the public after he learned last Friday that the five-metre rule applied only inside the security fence.

Opposition Leader Tim Hudak say McGuinty must shoulder the blame for passing the regulation change in secret and keeping it secret.

NDP Leader Andrea Horwath says McGuinty needs to shoulder responsibility for what she calls a fiasco that infringed on people's civil liberties.

McGuinty has refused to say why cabinet kept the law secret, and his staff says he won't be available before the middle of next week.
