TORONTO - The case of a former Toronto cop who killed his lover and left taxpayers on the hook for his $1.2 million legal bill enters a new chapter today.

The Court of Appeal is scheduled to hear Richard Wills' case in Kingston, Ontario where he is serving his life sentence.

Wills led the justice system on an unusual five-year journey from his arrest in 2002 to his conviction for first-degree murder in 2007.

He hired and fired several lawyers and behaved strangely at times both inside and outside court.

Wills, who is representing himself at today's appeal heading, has raised 35 grounds of appeal -- including one based on psychics.
