The Toronto Police Service Board says it has formally asked the inspector general of policing in Ontario for an independent inspection after several officers were charged following a seven-month organized-crime investigation.

The York Regional Police investigation, dubbed ‘Project South,’ began in June 2025 after officers stopped and uncovered an alleged conspiracy to commit murder at a home in York Region.

In a news conference on Thursday, investigators said they have since arrested and charged seven Toronto Police Service officers, one retired Toronto Police Service officer, and 19 additional suspects.

Inspector General of Policing Ryan Teschner’s office confirmed in a statement on Thursday to CTV News Toronto that they have received the request for an independent inspection by the Toronto Police Service and the Toronto Police Service Board.

“He recognizes the seriousness of these matters, and the public trust concerns they raise. The inspector general is actively considering this request, and once he makes his decision, he will announce it publicly,” a spokesperson for the office said.

In a statement on Thursday, the Toronto Police Service Board said it has requested that the inspection gives consideration to matters including supervision and span of control, recruitment screening and ongoing vetting, access to police databases and information systems, evidence and property management practices and substance use and fitness for duty.

“The board believes such an inspection is necessary to provide the public with a credible and transparent assessment, and to identify any steps needed to strengthen accountability and public safety,” the board stated.

“While the criminal investigation proceeds, the board remains committed to ensuring that the Toronto Police Service reflects the values of the communities it serves and that all members remain accountable to the law they are sworn to uphold.”

York Regional Police identified a number of suspects during Thursday’s news conference, including the Toronto police officers allegedly involved.

They include:

  • Timothy Barnhardt - Toronto Police Service constable
  • Robert Black - Toronto Police Service sergeant
  • John Madeley (Sr.) - Toronto Police Service constable (retired)
  • John Madeley (Jr.) - Toronto Police Service constable
  • Carl Grellette - Toronto Police Service sergeant
  • Saurabjit Bedi - Toronto Police Service constable
  • Derek McCormick - Toronto Police Service constable
  • Elias Mouawad - Toronto Police Service constable

Several other civilian suspects were also identified by police on Thursday. Their charges include conspiracy to commit murder, possession of a prohibited firearm, with ammunition, and disguise with intent.
