Toronto police arrest B.C. man accused of defrauding Ukrainian citizens

Toronto police have charged a B.C. man accused of defrauding Ukrainian citizens living abroad.

Police said their Financial Crimes Unit received a complaint from a Ukrainian state-sponsored organization in January about someone who had been using its online portal fraudulently.

The organization facilitates administrative services for Ukrainians abroad, including passport issuance and renewal, identification cards and other government documents.

Police said those looking to avail the services have to book an appointment through an official online portal operated by the State Enterprise Document, and no fees are associated with the process.

Several victims, police said, tried booking an appointment but were unable to do so.

Following an investigation, it was discovered that “bots” were being used to flood the system and secure a high volume of appointments, police said in a news release on Friday.

An unknown suspect or suspects allegedly booked multiple appointments, which were then advertised and sold through Ukrainian social media platforms and chat groups.

Police said when those who purchased the appointments attended in person, they discovered the bookings were not registered in their name.

As a result of their investigation, police arrested 44-year-old Sergiy Manko of Tsawwassen, B.C., earlier this week.

He has been charged with fraud under $5,000 and possession of proceeds of crime under $5,000.

Police said they believe there may be more suspects and victims.
