Former Toronto social worker charged with fraud after police allege she worked with suspended credentials

A Toronto woman has been arrested after police allege she continued to collect payment from a family after her social work credentials were suspended.

Police say they were first notified of the incident in May. They allege the suspect, previously employed as a registered social worker, had been hired by a family for assistance.

In April 2025, the suspect’s social work credentials were suspended, according to police. It is alleged that she continued to work for the family and collect payment while her credentials were suspended.

On Thursday, police arrested and charged Gillian Kraft Rotstein, 25, of Toronto, with fraud over $5,000, uttering forged documents and disobeying a lawful court order.

The charges have not been proven in court.
