Suspect wanted in fake kidnapping, ransom scam targeting newcomer youth from China: YRP

Police in York Region are working to identify a man who is wanted in connection with a fake kidnapping and ransom scam that appears to target young Chinese students who are newcomers to Canada.

Investigators say last month, an unknown person who allegedly claimed to be a police officer from China phoned a youth and told him that he was implicated in a money laundering investigation.

They say the victim was instructed to contact police in China to “clear his name” and told to “avoid Canadian police and cease all communication with his family until the investigation was completed.”

On Feb. 2, the youth was then allegedly directed to meet with a so-called police representative from China at a commercial plaza in Markham, near Woodbine and 16th avenues.

“When he arrived, the youth met with an adult male who indicated he needed to be brought to a safe house in the City of Mississauga until the investigation was completed,” York Regional Police said in a news release.

“The youth, under no duress, accompanied the male to the house that was later determined to be an Airbnb rental. On February 4, he was contacted by an unknown person who stated he could go home as the investigation was completed.”

Police said the victim, who was uninjured, left that “safe house” on his own.

York Regional Police were notified once the missing boy arrived home.

Investigators said they discovered a ransom demand was made to the victim’s family but was not paid.

‘Trust your instincts,’ say police

York Regional Police are warning the public about these kinds of scams, where suspects employ various lies or threats to coerce victims into co-operating with their demands and prevent them from contacting the police.

“(We are) reminding citizens, especially students, to be aware of this scam. If a situation feels suspicious, trust your instincts,” police said in a release.

“Do not be persuaded into providing personal information or payments by methods you are uncomfortable or unfamiliar with. Always call companies or agencies back to verify their information.”
