MISSISSAUGA, Ont. - Mississauga Mayor Hazel McCallion says firings haven't been ruled out in the case of city employees involved in bizarre incidents of duct taping and spanking co-workers.

An independent investigation determined the workers were simply engaging in horseplay and locker-room behaviour.

But McCallion says she is referring the issue to council to see whether more stringent action is needed, including termination.

McCallion says horseplay or not, the actions should not happen on city property and on the taxpayers' dime.

Earlier Wednesday, Janice Baker, Mississauga's city manager, said the investigation discovered no act of bullying by supervisors or fellow employees, but did conclude the acts were inappropriate.

An employee in the Transportation and Works Dept. complained last November about abuse he captured on his cellphone camera.
