Toronto's city manager and budget chair held a media briefing Friday hours after the end of a marathon executive committee meeting that lasted about 21 hours.

Budget Chair Mike Del Grande and City Manager Joe Pennachetti said the city still has a lot of work to do in finding ways to cut costs at city hall but that an open discussion with the public is the first step.

"It's not about looking to eliminate for sake of eliminating. It's a discussion with the public," he said at the afternoon news conference. "Is it fair for senior to subsidize the building of that pool? This issue is not an issue just for staff or budget chair or councilors. This is a problem everyone has participated in creating this situation."

The two said that all the service cuts that were recommended in a KPMG review would be considered and debated, though it doesn't necessarily mean that council will vote to carry out the report's recommendations.

The public came out in droves to speak out against the proposed cuts.

The committee meeting last night was held to give the public a chance to voice their concerns on the controversial core service review.

Almost 350 people had signed up to have their say. The meeting started at about 9:30 a.m. but by 11:15 p.m only 103 of them had spoken. Dozens left throughout the day, giving up their spot on the deputation roster. By 7 a.m., all the deputants had finished speaking and council wrapped up the session.

Toronto Mayor Rob Ford was quick to thank the public and his colleagues for their work.

"Thank you city staff, councillors and all residents who participated and expressed their views," he tweeted Friday morning. "It was a marathon but worthwhile session."

Coun. Maria Augimeri also took to Twitter to make special mention of the public's engagement.

"Toronto should be proud at the civic engagement shown over the last almost 24 hours at the executive committee," she wrote. "Astounding!"

Here are some highlights of some of the deputations that took place overnight.

10:15 p.m. - Bob Kinnear, head of the Amalgamated Transit Union, takes the podium in a fiery speech that begins with him accusing Ford of not taking the olive branch that was extended to him. He gets loud applause from the crowd but continues to clash with councillors. Coun. Doug Holyday asks him if dealing with staff absenteeism at the TTC would help with cost savings. Kinnear says it's up to management to deal with it.

Mayor Ford left the meeting for about 50 minutes to answer a phone call. Deputy Mayor Doug Holyday stepped in to chair the meeting.

12:49 a.m. – One of the spearkers urged more police cuts, calling Toronto a police state and urging more than 10 per cent cut to the police service. He is the second person to speak out in favour of the cuts.

1:23 a.m. - Coun. Giorgio Mammoliti called deputants ‘members of the socialist party.' Crowd jeers and taunts.

1:42 a.m. – As the union president for the local that represents library workers spoke – people began chanting/cheering and filming of the crowd. Rob Ford got up and yelled "it's your time – its your time – go ahead. Ford also says that Joe Mihevic lost his time to speak when the crowd was chanting – the crowd started booing and chanting "Shame!:

1:44 a.m. - Giorgio Mammoliti says if this happens again, he will move a motion to adjourn deputations until tomorrow.

2:06 a.m. - In what was probably the most moving deputation of the day, a 14-year-old girl from Scarborough, Anika Tabovaradan, cries as she pleads to prevent library cuts. She gets a huge round of support from the crowd. A lot of councillors tweeted about it at the time.

2:36 a.m.– A man who wants to speak but was not on the list tries to sit in the seat and speak. Giorgio Mammoliti threatens again to bring forward a motion to adjourn the meeting.

2:39 a.m. – Rob Ford kicks a man out of council. It is the same man who wanted to speak at 2:36 a.m., but was refused. He's escorted out.

3 a.m. – A deputant ‘sock puppet' speaks at the hearing. The puppet gets a standing ovation.

3:20 a.m. – the 200th deputant begins to speak

3:36 a.m. – CUPE's Mark Ferguson is a no show for his spot.

3:57 a.m. – Deputant sings her pleas to save libraries

4 a.m. – Mayor Rob Ford returns from a 50-minute break
