BELLEVILLE, Ont. - Residents of some communities in Ontario and Quebec may need hip waders this week.

Heavy rain is in the forecast, and it could cause flooding in some places.

Teams of volunteers in parts of southern Ontario and Quebec have been preparing by piling sandbags around homes and businesses.

Environment Canada says parts of Ontario could get up to 75 millimetres of rain by tomorrow while upwards of 45 millimetres is forecast for other areas of southern and central Quebec.

The agency says the frozen ground is less able to absorb rain so localized flooding in low-lying areas is possible.

Dozens of homes and businesses were given evacuation notice over the weekend in the town of Beauceville south of Quebec City

In Ontario, the City of Belleville east of Toronto is under a state of emergency and some homes along the bloated Moira River have been flooded.

Belleville officials say sandbags have been placed around dozens of homes.
