Ontario Provincial Police (OPP) say 13 people from Cornwall, Ont., and Montreal are facing a combined 115 charges after a joint investigation with the Sûreté du Québec (SQ) that resulted in the seizure of an estimated $4.1 million worth of illegal drugs.
The investigation began in November 2025, the OPP said, and focused on what police called four independent criminal networks: one trafficking fentanyl, two trafficking cocaine, and one trafficking counterfeit prescription medications and cocaine.

The OPP enlisted the SQ after one of the alleged networks was linked to an individual who is currently in a Montreal prison.
Police executed search warrants at homes in Cornwall and Montreal on April 16, seizing 20 kilograms of suspected fentanyl, 14 kg of suspected cocaine, and 80,000 counterfeit prescription drug tablets.

Twenty kilograms of fentanyl would be enough to create an estimated 200,000 street-level doses, police said.
“Illicit fentanyl can be imported from other source countries or domestically produced with precursor chemicals in clandestine laboratories. The potency of the fentanyl has been taken into consideration when estimating street-level doses,” the OPP said in a news release.
“Cocaine is not domestically produced in Canada and enters illegally through other source countries. The investigation into the source of the fentanyl and cocaine is ongoing, and evidence indicates the substances were intended for domestic sale and use.”
