TORONTO - A report commissioned after a deadly propane explosion in Toronto recommends keeping a closer eye on the distance between facilities handling volatile fuels and homes.
The report by two experts was ordered after the massive explosion rocked Sunrise Propane on Aug. 10, leaving two dead and forcing 12,000 people from their homes.
The blast prompted angry calls to strengthen regulations that had allowed the natural gas depot to operate near a residential neighbourhood.
The expert panel makes a total of 40 recommendations, including that licence approvals for propane facilities make it clear that the operators must reassess the land development around them on a regular basis.
It also says propane operators should be required to carry insurance as a condition of licensing.
The city of Toronto says it spent nearly $2 million cleaning up the site of the Sunrise Propane explosion.
