People flying from Canada to the U.S. will once again be permitted to bring two carry-on bags plus a "personal item" onto their flights.

Effective on Thursday, the new rules permit travellers to bring two small bags as well as a personal item such as a purse.

Transport minister John Baird made the announcement Wednesday after restrictions were put in place last December following a Christmas Day terrorist attack on a flight to Detroit.

He says the change came after Canada implemented tougher security measures in airports.

"With more robust air security measures in place for passengers, we are able to remove the temporary carry-on baggage restrictions put into place following the December terrorist attack," Baird said in a press release.

Since the December attack, the federal government introduced controversial full-body scanners – which display an image of the traveller beneath their clothes -- in Canadian airports.

Baird says the scanners have also strengthened their ability to detect explosives and plan to develop a passenger behaviour observation program.
