Mississauga Mayor Hazel McCallion will meet with city council to discuss a bizarre case where municipal workers were bound in duct tape and spanked.
An independent investigation determined the Transportation and Works Department employees were simply engaging in horseplay and locker-room behaviour.
But McCallion said last week the issue is not over and has not ruled out firings.
