Toronto mayoral candidate George Smitherman has vowed to freeze property taxes and city hiring for one year if elected in October.

In a news conference held Tuesday morning, Smitherman announced his plans for a "war on non-essential spending," including a 100-day, line-by-line review of city spending following the election.

Smitherman says that, if elected, we would take on the role of city budget chief himself, and that he would freeze politicians' wages.

Describing his proposed new financial regime, he said voters could expect "less Copenhagen, more Scarborough," with more details on his budget priorities to surface on Sept. 27.
