Toronto City councillors are tightening the leash on pet stores today.

The city's licensing and standards committee voted to require pet stores to buy cats and dogs from breeders certified by the City of Toronto and provide proof of where the animals were purchased.

Reputable breeders would include registered humane societies, registered shelters, municipal animal shelters and rescue groups. The committee also recommended stores lose their license if they are found buying animals from puppy mills.

City council will vote on the tighter rules in June.
