A 53-year-old man is facing charges in a hit-and-run collision that killed a pedestrian in Richmond Hill early Thursday morning, York Regional Police say.

The victim, a 30-year-old man from Toronto, was struck by a vehicle that fled the scene and was then run over by an oncoming car and a police cruiser as officers responded to the collision.

The hit-and-run occurred on Yonge Street, near Silver Maple Road, at about 3:30 a.m. Officers learned of the incident when they were notified by the driver of a black Honda Fit, which was the second vehicle to hit the man.

The Honda’s driver, a 21-year-old Richmond Hill man, stopped at the scene and waited for police to arrive.

At the scene, investigators found debris from a silver vehicle, leading them to believe the man was the victim of a hit-and-run.

On Friday, police said they believe the man was hit by a silver 2007 Mercedes-Benz station wagon.

Because the man was struck by a police cruiser, Ontario’s Special Investigations Unit was called in to investigate the officer or officers’ involvement.

A suspect was arrested Thursday night.

In a news release, police said Richmond Hill resident Choo-Beng Quah, a Richmond Hill resident, is charged with failing to stop at the scene of an accident causing death, failing to stop at the scene of an accident causing bodily harm, and failing to stop at the scene of an accident.
