Amid a large group of protesters trying to force their way into city hall, city council passed the 2012 budget Tuesday night.
The amended budget was passed 39-5.
Some of the services and programs protected within the amended budget include $5 million to the Toronto Transit Commission to help prevent service cuts, $3.9 million to prevent proposed library cuts and nearly $2 million to restore funding for three housing shelters.
Earlier in the day, a 2.5 per cent property tax was approved by council.
As many as 1,000 protesters stood outside city hall around 6:30 p.m. as the budget debate went on inside.
Toronto police Const. Wendy Drummond confirmed that four men in their 20s were arrested and charged with obstructing a peace officer, unlawful assembly and mischief.
There were no reports of any injuries, Toronto EMS said.
