New information released by the courts contains more startling allegations of drug and alcohol use by Mayor Rob Ford.

The previously redacted information is contained in a 400-page document released to the media late Wednesday afternoon.

The document, which contains allegations that have not been proven in court, includes several interviews with former members of Ford’s staff, who told investigators that they were concerned that Ford has a substance abuse problem.

In one section of the document, former deputy press secretary Isaac Ransom is reported to have told police that he suspects Ford has been intoxicated during work hours in the past. Ransom also reportedly told police that other members of Ford’s staff were asked to buy alcohol for him.

Both allegations were repeated by former chief of staff Mark Towhey, who is reported to have told police that staff "routinely buy" alcohol for the mayor to prevent him from being seen inside an LCBO location.

"Towhey was advised every time a staff member left the office to go and buy the Mayor alcohol," the document states. "It was Towhey's belief that the mayor consumed alcohol while at city hall."

In another interview, former Ford staffer Chris Fickel is reported to have told police that he bought alcohol for the mayor seven to 10 times in a six-month period and believes he is an "alcoholic."

Police allege that, combined, staffers may have purchased alcohol for the mayor as many as 10 times a month, typically getting Iceberg Vodka at Ford's request. 

Allegations of sexually inappropriate behaviour

The document also sheds light on a raucous party in the mayor’s office on St. Patrick’s Day last year.

Speaking about that party to police, Ransom reportedly said the mayor drank half of a 40-ounce bottle of vodka as well as several beers and was “totally out of it."

Present that night were Ford, Ransom, former staffer Brooks Barnett, Ford-friend Peter Kordas and a woman named Alana that Ransom believed to be an "escort or a prostitute."

Ransom reportedly said that the mayor “wanted to smoke narcotics with Alana and Kordas but did not because the staff members pulled him back inside.”

Ransom also told police that Ford made several sexually inappropriate comments to a former staffer he bumped into while out at the Bier Markt on The Esplanade later that night.

“He claimed to have slept with her,” the documents reports Ransom as saying. “Mayor Ford said, ‘I'm going to eat you out’ and ‘I banged your p****.’"

Ford then repeated similar comments to a security guard at city hall after returning to his office later that night, Ransom reportedly told police.

Staffers suggested Ford drove while under the influence

Ford has previously denied drinking and driving, however in the document Fickel reportedly told police that he once witnessed the mayor pull over and drink a “mickey” of vodka before driving away.

The alleged incident happened in October or November 2012 following a football practice with the high school team Ford was coaching at the time, Fickel said.

“The mayor pulled his car over (possibly Kipling Secondary School by a football field) and grabbed a LCBO paper bag from in front of the passenger seat which contained a fresh bottle vodka and drank the 11 or 12-ounce mickey in one to two minutes going back and forth with a Gatorade,” the document quotes Fickel as saying. “Fickel did not say anything to the mayor. He just asked to get out at the comer.”

After hearing that story, Towhey told police that he instituted a rule requiring that staff members never allow the mayor to drive when they are in the vehicle with him and instead get behind the wheel themselves.

Mayor alleged to have offered job to women he smoked marijuana with

In another section of the document detailing an interview with former press secretary George Christopoulos, it is alleged that women have in the past come into the office after being offered a job by Ford after he allegedly smoked marijuana with them.

“In the past women have come to the office and told staffers that they have smoked a joint with the mayor on the street outside of the bar. These women were told by the mayor that they could have a job,” the document states. “Christopolous would have to interview these women and try and talk them out of a job. These women would state that the mayor provided the marijuana.”

Ford declines comment

Ford has not commented on any of the allegations contained in the police document, but he did tell reporters at city hall Wednesday night to "be very careful about what you write," repeating the comment three times.

Speaking with reporters at city hall about the new allegations Wednesday evening, Coun. Paula Fletcher said she is very concerned if not surprised.

“Very little surprises me anymore. What surprises me is that the mayor isn’t taking this more seriously in the face of this growing evidence,” she said. “We just keep waiting for the mayor to admit that he has problems he has to deal with more than changing his diet or going to the gym.”

Ford has repeatedly denied having an alcohol or drug addiction, though he has told reporters that he has made some “mistakes” and needs to make changes in his life.

“We have to get on with doing the business of the city,” Coun. Peter Milczyn told reporters at city hall. “There is not much more we can do with (Ford). He doesn't feel shame in the way that most of us would. It is sad for the city, it is sad for council and it is sad for him as a human being but he is the only one that can help himself.”

None of the allegations contained in the document have been proved in court

Some of the other allegations of note include:

  • Ford had staff members run personal errands for him, such as buying light bulbs, picking up dry cleaning or fixing a computer.
  • Former staffers found empty alcohol bottles in Ford’s office in both the garbage and his desk drawer.
  • Former chief of staff Mark Towhey urged Ford not to attend the Garrison Ball because he was “nearly incoherent.”
  • Ford was seen taking a pill, believed to be OxyContin, on St Patrick’s Day 2012.
  • People at the Bier Markt reportedly saw Ford do a "bump" off his wrist on St. Patrick's Day 2012.
  • Police tailing Ford on July 2, 2013, saw him follow a white limo after stopping at the LCBO. Ford and the limo then pulled into a school parking lot. Both drivers got in back of limo and met for 15 minutes before exiting and driving away separately. The limo driver was identified by police. He had previously been charged with communication for fhe purpose of prostitution, but the charge was later withdrawn.
